PurposeThe Division of Behavioral Health was established on July 1, 2003. Six months later the Program Integrity (PI) Unit was created to ensure that public funds earmarked for treatment of the Alaskan populous suffering from mental illnesses and/or substance use disorders receive effective treatment services. PI’s additional responsibilities include determining compliance with Medicaid documentation regulations, provide technical assistance and grant Certificates of Approval to substance use disorder treatment programs. PI works closely with First Health, Health Care Services and Quality Assurance in the DHSS' Commissioner's office. The State contract auditors issue reports of their findings which PI reviews so that targeted technical assistance to providers can be planned. PI conducts clinical chart reviews to provider agencies and evaluates recipient records for adherence with existing standards and regulations and professional clinical practices. Reviews focus on consumer assessments, treatment plans, progress notes and treatment plan reviews. PI is composed of four professional staff, possessing communication and public relations experience with strong backgrounds in the provision of community based substance use disorder and mental health services to both children and adults. These professionals perform their duties with a thorough working knowledge of Medicaid Regulations, Substance Use Disorder Treatment Regulations, Community Mental Health Regulations and the 2004/2005 Joint Commission on the Accreditation of Healthcare Organization Behavioral Health Standards. In the NewsA nationwide audit began this winter 2007 and promises to have a major impact on Alaska. The Payment Error Rate Measurement (PERM) is a review of how accurately all 50 states are billing Medicaid and is a key audit for Alaska. States with serious errors in federal audits could face stiff penalties. Potential penalties could mean less money for Alaska's Medicaid program and Denali KidCare, Alaska's State Children's Health Insurance Program.
