BHIP Project
Alaska’s COSIG grant will support and strengthen ongoing
planning activities of the Behavioral Health Integration Project
to integrate systems and services for individuals with co-occurring
disorders.

The Division of Behavioral Health has developed an implementation
plan for the Behavioral Health Integration Project that will
organize the process by which the system change will take
place. This plan emphasizes an organized strategic quality
improvement approach that incorporates a top-down, bottom-up
partnership between each level of the system in order to accomplish
this task.
The
CCISC Model
The Behavioral Health Integration Project is implementing
a range of state level system change strategies to provide
more welcoming, accessible, integrated, continuous, and comprehensive
services to Alaskans with co-occurring disorders. The Comprehensive,
Continuous, Integrated System of Care (CCISC) model, has been
adopted for accomplishing this state level system change.

The conceptual framework expands on the New York model and
represents a new paradigm for considering both the needs of
individuals with co- occurring substance abuse and mental
health disorders and the system characteristics required to
address these needs.
Continuum of Care
Introductory statement: The “Continuum of Care” matrix
is an initial planning tool for a conceptual model of service
delivery. The matrix begins the discussion on the application
of levels of service with the level of community. The concept
of regions is also applied to begin conceptualizing the relationship
of regional communities and the potential to share resources in
service delivery, as needed.
