DHSS files Child Care Licensing, Child Care Assistance, Child Care Grants, and other regulations
Regulations effective June 23, 2006

( Juneau, Alaska) — The Alaska Department of Health and Social Services announced that regulations for Child Care Licensing, Child Care Assistance, Child Care Grants, a nd environmental safety in licensed facilities including Foster Care, Assisted Living Homes, and health care facilities were filed with the Lt. Governor’s office on May 24, 2006. The package includes changes to regulations for the Department of Education and Early Development and the Department of Environmental Conservation. The regulations will be effective June 23, 2006 and published in Register 178 in July 2006.
The regulations:
- Are a first step implementing SB 125 (omnibus licensing), in which DHSS developed a consolidated, consistent approach to licensing and related requirements regarding environmental health and safety standards for assisted living homes, child care facilities, residential child care facilities, and foster homes.
- Moved regulations for child care licensing, child care grants, and child care assistance from Title 4 (EED) to Title 7 (DHSS), as part of the DHSS reorganization enabled by Executive Order 108.
- Improve accountability of the child care assistance program.
Because of the extensive nature of the proposed regulations, an extensive period of public comment was held including a series of 11 workshops in five communities last summer. Public comment resulted in a number of changes that were incorporated into the final regulations.
